Perhaps a misinterpretation of Circular 98/09?

For the services performed by the operators of one-stop multi-functional and a public service, not least as defined in DA No 734/09, which literally reads " Given also that the services provided - in MS - Hosts are configured as a public service and as such are assured of compensatory measures identified in the projects approved and funded and that the employment centers, within the general guidelines established by central bodies, shall supervise the arrangements for delivery of services to users ", so given that, as confirmed by the Criminal Section VI of the Supreme Court in Case No. 26077/04, the interruption of a public service constitutes a "crime", one wonders whether the provision of removal of operators from Caltanissetta CPI is not hurried and was not responsive to the actual provision of Decree Assessoriale n.734/09.
course, it introduced a requirement for operators of the MS to stop his activities and not pulling out of the CPI said that would stop a public service.
